Retired Employees Welfare Association Writes to PM Modi Seeking ToR Clarity for Pre-2026 Retirees
The Retired Employees Welfare Association (REWA) has written directly to Prime Minister Narendra Modi, asking the government to formally amend or clarify the 8th CPC's Terms of Reference so it explicitly covers pension and family-pension revision for the roughly 69 lakh pensioners and family pensioners who retired before 1 January 2026. This echoes the demand already raised by AICAPA, NCCPA, FCPA, AIDEF and BPS (covered in the 17 August and 1 September updates) but escalates it to a direct PM-level representation rather than a departmental one. No change to the ToR has been announced; the government's only public position remains Minister Jitendra Singh's November 2025 assurance that pension and family-pension revision would apply automatically.

Chennai Consultation Wraps Up — ₹68,000 Minimum Pay and MACP Reform Demands Surface
The 8th Central Pay Commission's two-day Chennai consultation concluded on 8 September 2026. Beyond the OPS-restoration and 67%-pension push already noted from day one, unions used the second day to press for a minimum basic pay of ₹68,000, built on a 3.833 fitment factor. Postal employee representatives separately sought reform of the Modified Assured Career Progression (MACP) scheme, citing slow career advancement, and pensioner groups flagged the absence of a standardised recovery formula for pension commutation withdrawals. The Chennai GPO Pensioners Forum met the Commission on the same day and renewed calls to restore the Old Pension Scheme. None of these are Commission recommendations — no fitment factor, minimum pay, or pension formula has been finalised. The tour continues to Chandigarh (16–18 September) and Bengaluru (7–8 October).

8th CPC Chennai Consultation Begins — Pensioner Bodies Push OPS Restoration and Higher Fitment Factor
The 8th Central Pay Commission's two-day Chennai consultation (7–8 September 2026) opened today, hearing South India-based employee and pensioner organisations following last week's Jaipur meeting. Pensioner bodies renewed their push to restore the Old Pension Scheme (OPS) for those under NPS/UPS, and to raise the pension benchmark from 50% to 67% of last-drawn salary. Employee groups separately sought a rise in the annual increment from 3% to 5–7%. Illustrative minimum-pension figures being cited around the meeting — Level 7 minimum pension at roughly ₹48,268 with a 2.15 fitment factor, ₹51,186 at 2.28, and ₹57,697 at the 7th CPC's 2.57 factor — are outside calculations, not Commission recommendations. The consultation tour continues with Puducherry on 9 September and Chandigarh on 16–18 September.

July 2026 DR settled at 63% by final AICPI data; "64%" claims actually refer to the next cycle
The AICPI-IW for July 2026 came in at 153.2 (released 31 August), and the completed 12-month average now fixes the July 2026 DA/DR revision at 63% — a 3 percentage-point rise from 60% (the raw 63.75% is rounded down to a whole number, as every cycle). Cabinet approval is a formality, expected around September–October 2026, with arrears from 1 July. Important: several outlets are now citing 64% — that figure is an early projection for the next revision (January 2027), since July's reading is just the first of six months that will decide it. It is not the July 2026 rate. Treat 64% as a projection, not a current or confirmed number.

DoPT Forwards Pre-2026 Retirees' Pension-Revision Plea to Department of Expenditure
Via an Office Memorandum dated 18 August 2026, the Department of Personnel and Training (DoPT) forwarded representations from the All India RMS, MMS & Postal Pensioners Association and the All India Defence Employees' Federation (AIDEF) to the Department of Expenditure for consideration. The associations want the 8th CPC's Terms of Reference formally amended to explicitly state that pension revision covers employees who retired before 1 January 2026 — the same demand covered in the 17 August update, now advanced a procedural step. The letter itself only became widely reported from 30–31 August 2026 onward. No decision has been made: the memo confirms only that the representations have reached the department responsible for pay-and-pension matters, not that any ToR amendment has been approved.

NC-JCM and BPS push 8th CPC to cut commuted-pension restoration to 11 years, citing "excess recovery" math
Building on their earlier stakeholder submissions, the NC-JCM and Bharat Pensioners Samaj (BPS) have laid out detailed arithmetic to argue the current 15-year commuted-pension restoration period under Rule 10A of the CCS (Commutation of Pension) Rules, 1981 should be cut to 11 years. NC-JCM's illustration for a 61-year-old pensioner uses a commutation factor of 8.194, showing that for every ₹100 of monthly pension commuted, the pensioner gets ₹9,833 as a lump sum but pays back ₹18,000 over 15 years — arguing the amount is effectively recovered by the government in about 10 years, making anything beyond that "excess recovery." BPS separately calculated that for a pensioner with a ₹35,000 basic pension commuting 40% (₹14,000), restoring after 11 years instead of 15 would save the pensioner ₹6.72 lakh in total deductions. Both bodies have asked the 8th CPC to review Rule 10A and update the commutation tables using current actuarial and life-expectancy data. This remains a stakeholder proposal — no change to the 15-year rule has been approved.

8th CPC's Next Stakeholder Meeting Set for Jaipur on Aug 31–Sep 1
The 8th Central Pay Commission will hold its next stakeholder consultation in Jaipur, Rajasthan on August 31 and September 1, 2026, according to an official notice on the Commission's website. This follows earlier meetings already held in Kolkata, Bhubaneswar, Lucknow, Ladakh, and Delhi. Further consultations are scheduled in Chennai (September 7–8), Puducherry (September 9), Chandigarh (September 16–18), and a newly added Bengaluru session (October 7–8).

The Commission reiterated that no fitment factor, revised minimum salary, or DA-merger formula has been finalized. Figures currently being discussed — including 2.0, 2.1, 2.28, 2.57, and 3.83 — are estimates or union demands, not approved government decisions. Old BPMS demand for ₹72,000 minimum pay, 4x fitment factor resurfaces in coverage
Coverage on 22 August 2026 revisited the Bharatiya Pratiraksha Mazdoor Sangh (BPMS) memorandum — originally submitted 16 April 2026 — which asks for minimum basic pay of ₹72,000 (a 4.00 fitment factor on the existing ₹18,000 base), a 5-unit family formula, and a 6% annual increment instead of 3%. This is one union's proposal, not a government decision; other bodies like NC-JCM have separately sought ₹69,000 and a 3.83 factor. No official fitment factor has been fixed.

Fitment factor & implementation date still undecided — treat figures as estimates
As of August 2026, the 8th CPC has not finalised the fitment factor, revised salary matrix, HRA structure or pension revision formula — all projected calculations circulating online are consultation-stage estimates. While 1 January 2026 is widely discussed as the reference date, it should not be treated as a confirmed implementation date; the government will decide only after the Commission submits its report. Any specific salary or pension figure should be read as an estimate, not an official decision.

Pensioner bodies step up demand to amend 8th CPC's ToR for pre-2026 retirees
Pensioner associations — AICAPA, NCCPA, FCPA, AIDEF and the Bharat Pensioners' Samaj — have intensified pressure on the government to formally amend the 8th CPC's Terms of Reference to explicitly cover pension revision for employees who retired before 1 January 2026. After Commission members reportedly declined to discuss the issue at a stakeholder meeting, NCCPA and FCPA announced a fresh phase of agitation, demanding withdrawal of a March 2025 validation clause they say could disadvantage pre-2026 retirees, alongside the ToR amendment. AIDEF and BPS have separately written to the Finance Ministry seeking explicit provisions for pension parity and family-pension revision. No formal ToR amendment has been issued — the government's only public assurance remains Union Minister Jitendra Singh's November 2025 statement that pension and family-pension revision would apply automatically.

Government gives official headcount: 35.77 lakh employees, 33.76 lakh pensioners to be covered by 8th CPC
In the same 10 August 2026 written Lok Sabha reply on the Commission's status, Minister of State for Finance Pankaj Chaudhary also gave official beneficiary figures in response to MP Manna Lal Rawat's question: an estimated 35.77 lakh Central Government civilian employees (as on 1 March 2026) and 33.76 lakh pensioners/family pensioners (as on 31 December 2025), with the pensioner figure excluding Defence pensioners. This is narrower than the often-quoted "50 lakh employees, 69 lakh pensioners" figure from the October 2025 Cabinet ToR approval, which appears to have included Defence personnel/pensioners. The reply reiterated that the Commission has not yet submitted its recommendations, so no fitment factor or implementation date is fixed.

In a written reply in the Lok Sabha on 10 August 2026, the Ministry of Finance confirmed that the 8th Central Pay Commission has not yet submitted its recommendations, and did not confirm whether the report will be completed within the 18-month window. BPS places detailed pension formula before 8th CPC — 67% of last pay, ₹45,000 minimum
At a 7 August 2026 meeting with the 8th CPC at Chanderlok Building, New Delhi, the Bharat Pensioners' Samaj (BPS) — representing roughly one million pensioners — presented a detailed memorandum with specific figures. It proposed minimum pension of ₹45,000, basic pension at 67% of last pay drawn, and family pension at 50% of last pay drawn. BPS also proposed a 5.2 weighted family-unit formula for minimum wage (1.0 employee + 1.0 spouse + 0.8 each for two children + 0.8 each for two dependent parents), minimum basic pay of ₹69,000 with a 3.83 fitment factor, quarterly DA/DR revision, merger of DR into basic pension once DR crosses 25%, restoration of commuted pension after 11 years or age 71 (whichever is earlier), and enhancement of the Fixed Medical Allowance to ₹5,000. These remain BPS proposals only — not approved by the Commission or government.

Dearness Relief expected to rise from 60% to 63% (July 2026 cycle)
AICPI-IW for June 2026 came in at 151.9, completing the 12-month average for the July 2026 revision and pointing to a 3 percentage point rise in DA/DR. Cabinet approval is expected around September 2026, with arrears effective from 1 July 2026. This hike does not trigger a fresh HRA revision.

The window for memoranda and representations to the 8th Pay Commission ran from 5 March to 15 June 2026 and has now closed. Demands submitted by pensioner associations — on minimum pension, gratuity ceiling and commutation — are stakeholder proposals only, not approved recommendations.
